SCAN International's roots trace back to the Philippines, where it was founded by Brother Eduardo V. Manalo, DU1UJ. Starting with a small group of dedicated individuals, the organization was officially registered with the Philippine Securities and Exchange Commission (SEC) on July 12, 1988, as DX1-EVM SCAN International. The acronym EVM stood for Enthusiasts of Various Modes, while SCAN represented the Society of Communicators And Networkers. The Philippine National Telecommunications Commission (NTC) formally accredited SCAN International as an amateur radio organization on February 6, 1989, a date now celebrated as the club's official foundation day. Their affiliation with the Philippine Amateur Radio Association (PARA) followed on August 12, 1989.

In its early years, SCAN International was at the forefront of technological advancement in the Philippines, maintaining a Bulletin Board System (BBS) utilizing an amateur radio packet modem. The SCAN BBS played a significant role during the early stages of internet gateways in the Philippines, notably pioneering wireless connectivity through packet radio. This contribution marked SCAN International as a significant player in the advent of the internet age in the Philippines.

To streamline its operations and management across its growing global presence, the organization adopted the name SCAN International, serving as an umbrella organization uniting its diverse chapters worldwide. True to its mission, SCAN International has consistently supported various socio-civic events and amateur radio activities, demonstrating its unwavering commitment to serving society.
