ARI Magenta (IQ2MG): Dedicated to Emergency Radiocommunications and Community Service

Magenta, Italy – The A.R.I. (Associazione Radioamatori Italiani) Sezione di Magenta, identified by its call sign IQ2MG, is a local chapter for amateur radio enthusiasts with a strong focus on emergency communications.

Section Operational Plan for Emergency Radiocommunications

In compliance with the A.R.I. Emergency Radiocommunications (R.E.) Regulation and in the spirit of providing alternative emergency radio communication services, ARI Magenta has developed an operational plan for its members.

All members of the A.R.I. Magenta section who adhere to Emergency Radiocommunications can be deployed in emergencies or emergency simulations.

Key aspects of their operational plan include:

  • Activation: Activation occurs only upon specific request from the competent authority, communicated by members of the Board of Directors via written or telephonic means. No one should intervene without authorization or take personal initiatives on behalf of the section. This is due to legal provisions that become active upon official deployment, protecting individuals and their employment.
  • Deployment: In an emergency, operators will proceed to pre-assigned locations or entities as quickly as possible, maintaining radio contact with the Magenta section's operational control room, which will serve as the central operational COM 5 during all emergency operations.
  • Frequencies: Radio transmissions will be exclusively on frequencies assigned to radio amateurs. A VHF support frequency will be assigned at the time of mobilization, and once the network is formed and operational, all HF, VHF, and UHF frequencies obtained by the competent authority from the Ministry of Communications will be assigned.
  • Coordination with Other Groups: To avoid unintended liabilities, operators who encounter other Civil Protection groups (or those claiming to be such) at their assigned locations should not request or provide any collaboration without authorization from the central operational control.
  • Reporting: Messages transmitted or received must be recorded on a specific form or notebook, detailing the time, correspondent's call sign, and message quality.
  • Confidentiality: All messages and information acquired by operators must not be disclosed to local inhabitants or any present media to prevent panic.
  • Self-Sufficiency: Each individual operator or group of operators must be equipped with sufficient gear, including a small reserve of food and water for at least two days, and clothing appropriate for the season and situation.
  • Conduct: Every operator is expected to maintain the highest level of seriousness, correctness, and confidentiality. They are especially encouraged to remain vigilant about potential dangers in the surrounding environment.

Regulation of the Organization

The Associazione Radiotecnica Italiana – A.R.I., founded on January 1, 1927, from the merger of the Associazione Dilettanti Radiotecnici Italiani and the Radio Club Nazionale Italiano, later adopted the name Associazione Radioamatori Italiani – A.R.I. (Article 1 of the Social Statute).

With D.P.R. 10/1/1958, n° 368, the A.R.I. was recognized as a Moral Entity. Its current Statute was approved with D.P.R. 24/11/1977, n° 1105, and its implementing regulation was approved by the General Assembly on May 28, 1968, with subsequent amendments. The A.R.I.'s objectives are outlined in Article 3, and specifically, in Article 7.1 of the Implementing Regulation.

Historically, A.R.I. has spontaneously and voluntarily carried out Civil Protection activities during calamities, serving as an alternative and support to institutional state communication means. The use of radio amateurs in natural disasters is codified by Resolution No. 640 of the World Administrative Radio Conference, December 6, 1979, which was enacted in Italy by D.P.R. 27 July 1981, No. 740. Italian legislation is also found in Article 11 of D.P.R. 5/8/1966, No. 1214 (national amateur radio regulation), titled "Collaboration of radio amateurs in rescue operations," and more significantly in the Ministerial Decree of May 27, 1974 (commonly known as the Togni Decree), which sets rules for emergency telecommunication services.

The extensive involvement of radio amateurs in various emergencies led A.R.I. to develop an internal organization about 30 years ago, initially named C.E.R. (Corpo Emergenza Radioamatori). This organization was modified in name and structure during the General Assembly of May 22, 1993, to confer regional operativity with national coordination. Since then, the Civil Protection Organization within A.R.I. has been named “A.R.I. – Radiocomunicazioni d’Emergenza (A.R.I. – R.E.).”

A.R.I. is structured nationally with 19 Regional Committees and currently 281 Sections. The need to adapt to current regulations (Law 266/1991) necessitated a more specific and defined regulation, which was provided by the Extraordinary General Assembly of the Association held in Bari on November 9, 1996.
